Function
Review and evaluate all applications for tax exemptions within the CRA. Monitor and ensure compliance with ORC Section 3735.69 and other relevant regulations. Prepare and submit annual reports to the Harrison Township Trustees and Montgomery County Board of County Commissioners. Conduct regular meetings to discuss CRA applications and related matters. Provide recommendations to the Harrison Township Trustees regarding the approval or denial of tax exemption applications. Address concerns or issues raised by residents or businesses within the CRA. Maintain transparent records of all proceedings and decisions made by the Housing Council.

Composition
Seven members recommended by the Harrison Township Board of Trustees and appointed pursuant to Ohio Revised Code 3735.69(3). The Board of County Commissioners shall each appoint one member, totaling three (3) members. The Montgomery County Planning Commission shall appoint two (2) members. The majority of the foregoing members shall appoint two additional members. These two (2) members shall be residents of Montgomery County.

Meetings
Annually or as needed to fulfill its responsibilities.

Term Length
Two (2) members appointed shall serve one-year terms. Two (2) members appointed shall serve two-year terms. Three (3) members appointed shall serve three-year terms. Following the initial staggering of terms, each member shall serve for three consecutive years. Members are eligible to be considered for reappointment at the end of their first three-year term. No member shall serve more than six consecutive years, except that if a member's term expires without a successor being appointed, that member can continue to serve until a new appointment is made.
